(Press Release from the Appanoose County Sheriff’s Office) — On Thursday, July 11, 2013 at approximately 6:30 a.m. the Appanoose County Sheriff’s Office, Members of the South Central Iowa Drug Task Force, Centerville Police Department, Wayne County Sheriff’s Office, Davis County Sheriff’s Office, South East Iowa Inter-Agency Drug Task Force and Iowa State Patrol, served two (2)Probable Cause Narcotics Search Warrants in the town of Cincinnati.
Search warrants were served on the residence of Billy Jo Shiltz located at 109 LaSalle Street in Cincinnati and the residence of Steven Lee Garrison, Jeffery Ryan Horn and James Louis Babb, JR located at 501 West Pleasant Street in Cincinnati.

Search warrants were served on the residences after members of the South Central Iowa Drug Task Force identified the aforementioned individuals as part of a conspiracy to manufacture Methamphetamine. All four (4) subjects were taken into custody without incident and the search warrant execution revealed active One Pot Methamphetamine Laboratories’ at both residences along with
precursors involved in the manufacturing process including, but not limited to: Coleman fuel, sodium hydroxide, and ammonium nitrate.

Additionally, Shiltz was found to be in possession of seventeen (17) unused lithium batteries which were contained with other items conducive to the manufacture of Methamphetamine.

Items involved in the sale and usage of Methamphetamine and/or marijuana was also located and seized.

Law Enforcement Officers allege that:

SHILTZ,Billy  Billy Joe Shiltz, age 48 of Cincinnati, Conspired to Manufacture a Schedule II Controlled Substance, to wit: Methamphetamine, A Class “B” Felony, and Possessed a Precursor to the Manufacture of a Schedule II Controlled Substance, to wit: Methamphetamine, A Class “D” Felony. Shiltz is being held in the custody of the Appanoose County Sheriff on a $150,000 cash only bond.

 
HORN,Jeffery   Jeffery Ryan Horn, age 32, of Cincinnati, Conspired to Manufacture a Schedule II Controlled Substance, to wit: Methamphetamine, A Class “B” Felony. Horn is being held in the custody of the Appanoose County Sheriff on a $100,000 cash only bond.

 
GARRISON,Steven  Steven Lee Garrison, age 25, of Cincinnati, Conspired to Manufacture a Schedule II Controlled Substance, to wit: Methamphetamine, A Class “B” Felony. Garrison is being held in the custody of the Appanoose County Sheriff on a $100,000 cash only bond.

 
BABB,James  James Louis Babb, JR, age 52, of Cincinnati, Conspired to Manufacture a Schedule II Controlled Substance, to wit:  Methamphetamine, A Class “B” Felony. Babb is being held in the custody of the Appanoose County Sheriff on a $100,000 cash only bond.
During the course of the investigation, law enforcement personnel also identified Corey Dwayne Short, age 29, of Centerville, LeAnn Nicole Garrison, age 23, Cincinnati, and Donald Robert Curtis III, age 34, of Ames, Iowa, as conspirators in the manufacturing process by purchasing pseudoephedrine on a regular, structured basis. Surveillance conducted identified Short, LeAnn Garrison, and Curtis at the residence of 501 West Pleasant Street in Cincinnati.

 

 

SHORT,Corey Short was arrested and charged with Conspiracy to Manufacture a Schedule II Controlled Substance, to wit: Methamphetamine, A Class “B” Felony. Short was arrested at his residence at 703 West Madison Street in Centerville. Short is being held in the custody of the Appanoose County Sheriff on a $100,000 cash only bond.  At the time of Corey Short’s arrest at 703 West Madison Street in Centerville, LeAnn Garrison, age 23, of Cincinnati was found to be in Possession of a Schedule I Controlled Substance, to wit: Marijuana, a Serious Misdemeanor.

 

 

GARRISON,Leann LeAnn Garrison was arrested and transported to the Appanoose County Jail where she was charged with Conspiracy to Manufacture a Schedule II Controlled Substance, to wit: Methamphetamine, A Class “B” Felony. LeAnn Garrison is being held in the custody of the Appanoose County Sheriff on a $101,000 cash only bond.

 

 

CURTIS,Donald  Curtis was arrested and charged at the Appanoose County Law Center with Conspiracy to Manufacture a Schedule II Controlled Substance, to wit: Methamphetamine, A Class “B” Felony. Curtis is being held in the custody of the Appanoose County Sheriff on a $100,000 cash only bond.
